Ex-DGP Arvind Inamdar was sent back home by then Dy CM Gopinath Munde for appearing before him in casual dress

A change of political guard be it as the State or at the Centre is quiet often than not a nervous time for the administration. Many cannot anticipate what is in store for them or some do brush up with election manifestos of the new political dispensation that is assuming the charge.
But the otherwise suave and good looking Arvind Inamdar got a rude wake up call in the early days of the Shivsena-BJP coalition government that was in power in Maharashtra between 1995-99. It so happened that on one of those second or fourth Saturday’s which is a holiday in Mantralaya, state administrative headquarters, Inamdar dressed in his casuals called on then BJPs Deputy Chief Minister and Home Minister, Gopinath Munde to give him the daily briefing of the law and order situation in the state.
Having seen Inamdar come dressed in his casuals, a visibly agitated Munde told Inamdar to go home. Caught completely by surprise, Inamdar wanted to know why he was being sent back home. To which Munde is reported to have retorted ``you are the force. Where is your cap and your full uniform. You have come before the Home minister in casuals. Go back and come dressed in your full formal service dress’’. To which Inamdar is reported to have gone back home, duly changed into the formal dress and came back to meet Munde.

Why Do This Mr. B S Lalli ?
|
|
Those who advised a beleaguered B S Lalli CEO, Prasar Bharati to hold a Press Conference to reach out on the controversies abounding his name were certainly not his friends. Unable to confront media tirade on series of misdoings in the Broadcasting Scam for the CW Games 2010 and high voluble exposure it has generated, this meeting failed to provide any answer. It rather mired his team into newer issues of contentions.
If analysts are to be taken seriously he committed faux paux of embroiling Ambika Soni, the Union Minister as the one who was culprit. B S Lalli unable to address the documented barrage of queries looked for a bigger scapegoat to extricate him out of embarrassment. And what better name he could have other than Ambika Soni’s. But one misdoing got him into another. This is bound to hit him badly now as the BJP has already started questioning role of Congress Minister. B S Lalli perhaps forgot that political embarrassment is much bigger than at his level and no political outfit would accept that. While writing his epithet Lalli forgot to keep that arena out. But he fumbled.
Another interesting observation was that while this controversy was on, Aruna Sharma, DG Doordarshan was all along on the periphery of happenings along with other Engineering officers. This conference brought them all as one party involved in this mess. Her defence howsoever feeble, could not bring the issue back in their lap. While B S Lalli roped them in and even mentioned of “my colleague Aruna having done” this on few occasions established her role as well. And right out side the Conference venue, a junior administrative section official commented that Service Tax should have been deducted by disbursing office which happened to be Aruna Sharma’s directorate !!
After committing wrongs and having a bad media all through, this Press meet should have been avoid for the fodder it gave to scribes justified their onsalught on mandarins of Mandi House. For the ninth time it proved that bureaucrats were not meant for Media related jobs and with misery writ large on their faces and nervous effusions the script was complete. Now exposed to teeters, the duo of B S Lalli and Aruna Sharma shall have to save their honour and refrain skinning of Chief Engineer and Director Engineering ( the next two scapegoats ) who have been knowing towing their bosses for inexplicable motives .

Who will catch Delhi Politicians and Officials?
|
|
The buzz is that investigating agencies including special commission for inquiry as well as CVC would concentrate on documentation parts of all the deals relating to CWG. Obviously the nexus of politicians bureaucrats and contractors would have taken safe guards to ensure that documentation and fulfilment of procedural requirement were as far as possible complete. The end result of the enquiry commission as well as enquiries by CVC, CAG etc would be on expected lines. That is why politicians like Shiela Dixit and co. Kalmadi and Jaipal Reddy etc are not visibly perturbed. Rather they are showing a brave face by welcoming such enquiries. The Pandora box would open only when agencies like CBI and Income Tax Department carry out a detailed probe of purchase of agricultural land particularly in the south west and north west districts of Delhi and also all major property deals particularly prime commercial and residential properties, since 2006 onwards. It is not without smoke that the NCT govt had enhanced then compensation for land acquisition three times in the year 2008 onwards because most of the politicians had already bought whatever agriculture land was available prior to this enhancement of these rates to safeguard value of their investments in Agricultural land.
Recently announced hike in the circle rates for registration will also similarly ensure change of colours from black to white at least to the extent of declared investments in prime commercial/ residential properties.
A common practice adopted by government agencies is reported to be that a big company would be given a turnkey contract by ensuring compliance with procedural aspects. Actual game would be played out through sub contractors and sub-sub contractors to check owners/ patronisers of these sub contractors and sub-sub contractors.

Obama visit puts Parliament into overdrive

Just when things were getting back to normal after the departure of the foreign delegates and the red carpet was getting rolled up exposing the actual state of affairs brilliantly hidden beneath it during the Commonwealth Games, the buzz is that American premier Obama’s visit has triggered off another round of hyperactivity. This time in the Parliament House.
The buzz is that the Central Hall of the Parliament house has been closed down for a 15-day period with major renovation works under progress. The renovation is of course in tribute to the visit of scheduled visit of Barrack Obama. Moreover, security measures inside the Parliament is reviewed and heightened as the Government tries to fight off America’s attempt to install its own security men inside the Indian Parliament.

Well, Bhindarawale has found takers in the Government. Now Doordarshan has provided its DTH module to telecast songs in praise of Bhindarawale, the mastermind of terrorism in Punjab.
Chardikala Times TV which is a regular Punjabi channel though of little relevance is showing songs with visuals of Bhindarawale daily on DD Direct Plus. The fact that Doordarshan is a state owned and funded television network and which has a Code of its own and claims to adhere to unification of nation preserving its honour, has been ignoring this for a long time now. But the incidence of telecasting programmes on Bhindarawale which portray this person as hero is giving fillip to increased instances of insurgency in Punjab.
It indeed calls for thorough investigations by Intelligence agencies on its inclusion and CEO’s role to support rogue programming could not be ignored either

Time To Probe Doordarshan’s Contract With SIS-UK !
|
|
The Engineering wing in Prasar Bharati is getting emboldened by series of high profile enquiries in numerous questionable deals in recently concluded Commonwealth Games. Sources both in Prasar Bharati Head Qurarter at PTI Building and Mandi House confirm that these Engineers were virtually bludgeoned to pave smooth passage for approval of SIS contract for generating Telecast signals for the entire competition. It is also learnt that Sports section dealt by Programme wing at the lower levels were not allowed to participate in any evaluation, processing of proposal for which a team of amenable Outsiders, inexperienced in Media, Sports and its administration was especially set up.
Moles in the Engineering ranks reveal that they were coerced to approve and amend the Agreement document on umpteen occasions as demanded by bidder which was tilted outrightly towards SIS, UK. It overruled all objections from legal entities and other wings of the Organization and created a new pool of opinion providers making the entire exercise a hoax and sham. Some engineers are sore that on many occasions the DG Doordarshan reportedly cajoled these technocrats to help and support this bidder. It is also said that some unknown person would often be introduced as someone close to DG from London who worked for SIS and needed help for expeditious approval!
Why should DG -DD be interested in having the contract done in a jiffy and without application of mind? What was the hurry? Who was interested in doling out contract to this company only? Is this not the same company whose credibility was questioned by Ministry of I & B and matter referred to CVC during the Commonwealth Youth Games at Pune in 2009? And CVC had refused permission then.
Doordarshan has often been let down by deputationist bureaucrats who compel professionals to subvert Rules to suit their agendas. And if the stories floating are to be believed, then it is another serious matter where alleged financial irregularities have been committed by making Payment process and schedule of payments altered even after the final Agreement was signed. The Supreme Court in its latest observations on Games commented that how could payments be released while the event was still on? Perhaps they had not heard of the goings on in Prasar Bharati!
All said and done, while the nation is upbeat on nabbing, exposing and punishing the culprits, let Doordarshan be brought into ambit and make the guilty paraded on streets atleast !

Sood warned the Ministry of Finance, RBI and SEBI of serious repercussions of allowing the private microfinance companies especially the companies which have raised public money and are listing in the stock markets without having a stringent regulatory framework in place.
The mushrooming growth of such companies, SCIP pointed out, in a predominantly social welfare activity with the main purpose of earning profits may overlook the interest of the common beneficiaries. SCIP suspect that a new breed of greed entrepreneurs may emerge in the financial markets soon.

FOR a banker, becoming Executive Director is a cherished dream and, consequently, the competition is cut-throat. The Finance Ministry recently appointed several EDs in various banks. Now, those who did not make it to these coveted posts have a story to tell. They say that those who did make it did so after having coughed up huge sums. As to the extent of these sums, it’s a fair guess.
The new EDs rubbish these allegations, claiming that they were selected on the basis of merit. North Block babus say that, though the selection took almost six months, everything is above board. However, it is well known that there is no smoke without fire. The affair does have a silver lining, though. For the first time in six decades of independence, a Dalit has been picked for the post of CMD.

Delhi High Court Nudges B S Lalli !
|

Ministry of I & B scurried for documents on its having tangible action taken on the Central Vigilance Commission indictment of B S Lalli, CEO Prasar Bharati. This was aftermath of Delhi High Court directions on the action taken on CVC report. It also enquired whether earlier Court orders have been complied with including the one of setting up a Committee of three Members, to oversee daily functioning. It took cognizance of the matter and initiated proceedings.
CVC indictments for financial irregularities are a serious matter. The findings of Commission for corrupted functioning is so grave an issue that once found on the wrong side of law, it is the duty of CBI or any other agency to take over immediately. These sources also confirm that the issue was approved by Law Minister even. Yet B S Lalli managed a reprieve.
It is discussed amongst senior bureaucrats that B S Lalli is reportedly have written a letter to Prime Minister’s Office asking to be heard first! While,it has laughable connotations when Commission does not base its findings on hearings from the offenders. It works on the proofs and evidences available in files. It is an investigation where there is no scope for “hear me first” condition!!
It is the Courts where hearings take place and matters decided either way. If this is true, then B S Lalli should have known this. And if he has been given some breathing space, then it is more than a serious matter of compromising the situation and circumstances for someone to be benefitted. Now with Delhi High Court intervening in the matter would certainly unravel the mystery of why this cat has not exhausted his proverbial nine lives till now !

Sonia - Rahul Ignored: Doordarshan Adopts Commonwealth Prince!

After lot of hullabaloo the Commonwealth Games finally began on a glittering note. And once more Doordarshan became cynosure of all TV buffs but like all previous times, it has left mixed feelings. The glitzy presentation at the Stadium was indeed the high point which would have looked more colorful in High Definition transmission of Doordarshan which is unfortunately not available in India as of now.
But Doordarshan once again raised serious questions on its efficacy of organizing such events of importance and magnitude. No it is not the voice over or the studio anchors who behaved amateurishly without delving into the mood for Games. The selection of female Anchor indeed calls for investigation. Technically, there were clattering in opening audio and a major portion of National Anthem was not heard by nation! If recalled it has now been happening at every national function i.e. Independence Day, Republic Day, festivals at Vigyan Bhawan etc. where such serious lapses have become common but the duos of CEO and DG have always gone scot free.
While the nation sat glued around TV sets with dinner ‘thalis’ Doordarshan kept interrupting the exciting show with its long commercial breaks which became as obnoxious irritant as the recent Kalmadi expose ! Why does DD have to poke in with its breaks when there is a continuing show of this magnitude being seen by entire world? It is well known that such shows do not have punctuation points which enable such breaks but Doordarsha,, as per its habit, cracked into running events marring viewers delight ! Could this not have been avoided ? And the glaring offshoot of this time wasting ‘breaking in’ culminated into extension of programme by almost half an hour! While the entire country watching Doordarshan thought that the show was being shown LIVE, little did viewers know that it was a deferred Live transmission extended due to frequent commercial breaks! Is the Public Service Broadcast meant to raise money at the cost of its coded objectives? Or was the hindered transmission more important for the National Event ? Who decided to cut into events?
While this could still be eschewed but not the manner in which the inter cutting of shots of Duchess of Cornwall’s smirk on our President’s speech which the national broadcaster should have avoided. It was the most grotesque presentation of our symbol of democracy, the President of Republic being exposed to a snide gesture which Doordarshan should not have shown. And while DD’s lenses were purring around the Prince of Wales repeatedly, two of the most important Indian figures, who in fact made the games happen were not only ignored but relegated to obscurity. For once Sonia Gandhi looked like an unattended, ordinary visitor who could be seen only when Kalmadi spoke. Was that orchestrated by someone in Doordarshan who is peeved over accusations mounted for all wrong doings?
It was a chance to corner encomiums but Doordarshan lacked the stuff it used to be once. While the ever self applauding CEO and DG, Doordarshan, use glossary eulogizing their efforts in putting DD on an enviable pedestal, should they not probe theirselves on how far to intrude into professional arenas and how long?

Should Praful Patel be dismissed?
|
|
What is the actual issue? Is it the detention and interrogation of India’s aviation minister by US immigration authorities? OR is it the unnecessary situation created by the irresponsibility of the Union minister who should know better than to travel on a personal passport while not informing the consulate of his itinerary?
The detention of Aviation minister Praful Patel at O’Hare airport in Chicago and being subjected to interrogation has been amiably sorted out with the US tendering apology. But that doesn’t discount the embarrassment caused. Praful Patel, who has been hogging the limelight for all wrong reasons recently, has not much reason to feel offended for he didn’t have his diplomatic passport to support corroborate his authority and the immigration authorities cannot be held guilty as they were genuinely carrying out their duty.
The detention of our country’s aviation minister, just because his namesake is on America’s watch list is indeed offensive for the government and its citizens. But, when our own man is flouting the standard norms, we cannot blame the authorities of another country.
The Indian Government, which Mr. Praful Patel represents and the billion plus citizens of India have to hold the Union Minister responsible for the insult to the chair he holds. What business does Mr. Praful Patel have traveling on a personal passport instead of the diplomatic one when he is on official errand representing the government and the ministry in the general assembly of the International Civil Aviation Organization? Atleast he should have been prudent enough to inform the consulate of the change in his itinerary.
And this would not be the first time, Mr. Patel landed himself in such a spot.
So, it is pertinent the Indian Government take cognizance of the irresponsible behavior of its Aviation Minister.

Doordarshan finally turns professional. This has surprised many in the trade and media which was long over due to make it a people friendly organization. And the credit obviously goes to its Director General who oversaw the smooth handling of commissioned programmes exercise for DD Urdu. While the skeptics are still not prepared to accord their fullest appreciations but there is a general feeling of good all over. Whiff of a land scam at ‘National Media Centre’
|

Acquisition of land from farmers, tribals, shopkeepers and residents and others for industry and infrastructure projects has become a hot-button issue all over the country.
Mediapersons, it seems, are not immune.
The high-profile National Media Cooperative (NMC) housing society in Gurgaon—home to 190 of the capital’s boldfaced names in imprintlines—has landed bang in the centre of a storm.
M.J. Akbar‘s weekly Sunday Guardian newspaper reports that the management of the residents’ welfare association (RWA) of the NMC media co-op society has surrendered two acres of land, reportedly worth around Rs 200 crore, to the Haryana urban development authority (HUDA) without following proper procedure.
HUDA has, in turn, transferred the land to a consortium led by the controversial developer DLF, which is behind the Rapid Metro Rail Gurgaon (RMG) that will run through the satellite city’s major touchpoints.
The president of the RWA, Raj Chengappa, currently editor-in-chief of The Tribune, Chandigarh, has declined comment to the paper. But another former president of the RWA, Inderjit Badhwar, has confirmed that construction of pillars for the metro line is going on in the controversial bit of land.
“At present rate, the land is worth Rs 200 crore. If the HUDA wanted the land for public purpose, it should have been acquired under the Land Acquisition Act (LAC). We should have been paid the compensation. What we don’t understand is on what ground the RWA management surrendered the piece of land, without taking all the residents into confidence,” Badhwar is quoted as saying.
Both Chengappa and Badhwar are former employees of India Today* magazine.
Badhwar says a four-member committee headed by former Tribune editor Hari Jaisingh has been formed to investigate how and why the land was transferred to HUDA.
However, an unnamed general secretary of the RWA is quoted by The Sunday Guardian as saying that the land was not surrendered but taken over by HUDA under the terms of the license given to the NMC housing society in 1993.

DOORDARSHAN - GLORIOUS 50 Years !
|
|
Doordarshan has come a long way since its inception 50 years ago. In a film shown recently prepared by its Delhi centre, it traced its history through available visuals and few chosen professionals. Though Doordarshan has made more contributions than extolled in the film yet it tried to convey its history by a set of people, exposes the biased stance of the Producer for rivetting the film to one perspective. Sources in Mandi House were sore that even the fleeting visuals of old credit captions carry names whose contributions have never been eulogized ever nor were they ever considered stalwarts of medium ! This film could have presented the communication revolution Doordarshan brought about in the country then in a much better way had it been done in a straight and unbiased manner. It missed out many senior Producers whose contributions should have been mentioned as they created watershed in the annals of television history. But then DD as it is known for its questionable performance and portrayals should be complimented for the attempt atleast it has made.
Perhaps the Script writer missed out the growing years forgetting that such visual presentations are embodiment of research which was certainly lacking. Though his previous such works have been applauded this assignment surely was not because he is cousin to Chairperson Prasar Bharati Board ! While bureaucracy has no interest nor do they visualize its relevance, its the duty of professionals in media to showcase the chronological growth honestly. The Station head who is also the Executive Producer indeed deserves a pat for assimilating the events and bringing out such a needed film with a hope he does not ignore history and those big contributors who made Doordarshan what it is known for, today !

Governor Bhardwaj shows the way : bid to oust reddy brothers
|
|
WHILE on Governors, the post of Karnataka Governor was rather low-profile as long as Rameshwar Thakur held it. He did carry out some “odd jobs”, but quietly. But his successor, Hansraj Bhardwaj, is quite the opposite. Bhardwaj’s father was a Personal Security officer for Nehru at Teen Murti Bhawan. And the son became a member of Indira Gandhi’s “monkey brigade”.
Bhardwaj is aware that Chief Minister BS Yeddyurappa is popular with the masses but is dependent on the Reddy brothers of Bellary fame. The latter, along with Leader of the Opposition Sushma Swaraj, have “mutual interests” in Karnataka. Now, wherever Bhardwaj goes, he trumpets a call for removal of the Reddy brothers from the State Cabinet. He even met President Pratibha Patil on the issue. With some other top BJP leaders also having high stakes in Karnataka, Bhardwaj deserves credit for carrying out the Constitutional obligations of a Governor.

GOING by the inertia of the National Disaster Management Authority, the recent cloudbursts in Ladakh and Uttarakhand are apparently not disasters. Prime Minister Manmohan Singh is its Chairman while Gen NC Vij is Vice-Chairman. The NDMA is active only on its website and in files. Gen Vij has no funds to tackle disasters, yet he apparently dreams of creating a parallel system for disaster management rather than attempting to use the available infrastructure. The State might be ruled de jure by Omar Abdullah and father Farooq, but the Valley is ruled de facto by Pakistani PM Yousuf Raza Gilani’s agitation calendar. At the meeting called by Manmohan Singh, attended by leaders of various political parties such as Ghulam Nabi Azad, Saifuddin Soz and Panther Party chief Bhim Singh, besides the Abdullahs, the atmosphere was grim. The PM asked the Opposition parties to cooperate with the Chief Minister and State administration. Bhim Singh’s rejoinder was, “The Opposition parties don’t know with whom to cooperate, the Congress of Ghulam Nabi Azad or the Congress of Soz or the Congress faction in Jammu. We don’t know which faction of the National Conference to cooperate with, the party’s senior leaders don’t get along with Omar Abdullah and Farooq Abullah. THE famous trickledown effect is so very apparent in the Ministry of civil aviation. Recently, when a computer company sought a special package from Air India for its employees, the airline refused as it was not in a position to grant it. To the firm’s unending delight, the Secretary, Civil Aviation, M Madhavan Nambiar, intervened and its wish was fulfilled. That Air India lost a few lakhs of rupees in the process is irrelevant.

Cold war over SEBI post

NORTH Block’s two most powerful offices are at loggerheads. The conflict stems from the tussle for appointment of each’s candidate as chief of the Securities Exchange Board of India (SEBI). The term of the present incumbent, CB Bhave, is ending and a high-level appointment panel, headed by Cabinet Secretary KM Chandrasekhar, has been constituted. There are several contenders for the coveted post, from State Bank of India chief OP Bhatt and National Stock Exchange chief Ravi Narayan to Finance Ministry officer KP Krishnan, who is now part of the Prime Minister’s Economic Advisory Panel. Bhave was part of P Chidambaram’s team when the latter was Finance Minister. When the change of guard took place in the Finance Ministry, the scenario altered. Though, when it came to the National Stock Exchange (NSE), the old coterie was controlling it through MD and CEO Ravi Narain and Pranabda could do little as NSE is a private body. Now the race is on to grab the SEBI chief’s post. A top official in South Block who belongs to the old school and is a Ravi Narain patron has also joined the cold war. Anyone who is noticed pacing up and down and cracking knuckles outside the Cabinet Minister’s chambers sure must be tensed. This is precisely what happened in Shastri Bhawan where B S Lalli, CEO, Prasar Bharati was reportedly measuring his steps outside Ambika Soni’s room late in evening on 1st September trying to see her. Now sources in the Ministry confirm that he was trying to plead for her clemency and support in the indictment CVC has sent against him.
Though the Minister’s mood is well known, it is also learnt that the file with strong comments has been put up to Prime Minister for decision. Once cleared it will then be forwarded for reference to Supreme Court and thereafter to Rashtrapati Bhawan for sealing the fate. No wonder he is tensed. But is’nt it all self created?

MEDIA-MILITARY SYNERGY: “Media when related to the military generates a lot of excitement”, By Manoj Joshi

“Media when related to the military generates a lot of excitement”, remarked Dr Manoj Joshi while chairing the session on ‘Role of Media’ on the second day of the seminar on Media - Military Synergy. Freedom,vigour, vitality of media along with accountability, responsibility and Oligations of media in the national security interest were comprehensively deliberated during the course of panel discussion.
There was an attempt to define the spirit behind the term ‘Freedom of Press’ vis-à-vis National Interest and media obligations during the deliberations. The stellar, razor sharp and freewheeling discourse from Arnab Goswami was the day’s highlight. Lt Gen S Choudhry, former Vice Chief of army enunciated Media- Military synergy as a cooperation to achieve common goal in National Security Interest.
The advance of information technology, the democratization of information, and the changing nature of warfare have brought in a meta-change. Military-Media relationship must therefore adapt to face these new circumstances. This was the essence of the final theme ‘Way Ahead for media-military convergence’. Lt Gen PK Singh as the Chairperson concluded that building trust-enriched relations requires a policy andtraining process to synergise the relationship between the military and media. Military must learn to rely on the professionalism of the mediaand accept the, inquisitive and intrusive ways of the news media.
Second day deliberations were attended by Pradip Phanjaubam, SG Kashyap, Nikhil Lakshman, Arnab Goswami, Brig (Retd) SK Chatterji, Atul Bharadwaj, Maj Gen GS Bisht and Nitin Gokhale who enthralled the audience with their thought provoking insights into the subjects.
The General Officer Commanding in Chief of the Army Training Command Lt Gen AS Lamba, AVSM , in his concluding remarks viewed this seminar as a benchmark for evolving future media military functional model. He said that this unique seminar has set a precedent for removing functional grey areas, fostering mutual understanding and greater openness towards media and has set ground for enhanced synergy.
Finally, the seminar examined the way ahead, exploring the means to address all factors and perceptions to formulate a framework from therecommendations of the speakers. Indeed this seminar will be remembered for its remarkable breakthrough in achieving what it set forth at the start of the seminar. The take away was the fact that in spite of a number of individual viewpoints, the focus was to graduate from the individuals and events to an organisational approach to Media-Military Convergence.

The Board is chaired by Capt. PVK Mohan.
