700 Army Officers to sell vegetables?
 
The buzz is that wholesale resignation of army officers of the rank of colonel and above is going to benefit retail fresh marker of a top industrious house of the country. Seven hundred officers - with excellent track record- have submitted their resignation after 20 years of service in armed forces , it is learnt. U.P. government revokes suspension of a senior IAS officer
 
The state government revoked suspension of senior IAS officer S.K. Agarwal. Principal Secretary (appointment) J.S. Deepak revealed the decision of the government. Immediately after assuming power in May 2007, Chief Minister Mayawati had ordered suspension of Mr. S.K. Agarwal on charge of a irregularities in maintenance of Ambedkar Udyan. Agarwal was then Principal Secretary Home. During Mulayam Singh Yadav’s regime, he held the post of Principal Secretary Home along with that of Principal Secretary PWD. However, Mayawati decided to revoke his suspension after a departmental inquiry exonerated him. Other suspended IAS officers are V.C. LDA B.B. Singh, Faizabad divisional commissioner Venkateshwarlu, DM Sultanpur Sanjay Kumar, CEO Noida Balvindar Kumar and Muradabad commissioner R.C. Srivastava who had already retired.

UP cadre IAS leads forest to guinness record!
 
In a poor state of only nine per cent forest cover it was not a big dream to plant one crore saplings in a day but also a Herculean task for V N Garg, then principal secretary forest. He took the challenge and with the help of school children, teachers, social workers, intellectuals and forest department he vowed to chase this unusual goal on 31 July, 2007. That day in almost all the districts of UP was spearheaded the drive and finally not only achieved the rare figure of one crore successfully but also created a history in this poor jungle state.
The state went green with a bang on that crucial day. After thorough evaluation of six months, the state government, on Tuesday, received the recognition certificate from Guinness Book of World Record. V N Garg, senior IAS officer, now working as a principal secretary, energy, expressed great satisfaction over this achievement. He said that the main aim of the exercise was generation of awareness among people which has been met successfully. It does not matter how many people came ahead to plant trees, but if we have managed to bring even a single person from a household, we can say the drive was successful. Declining to take the credit of the exercise being his brainchild, VN Garg called it a ‘team effort’.
As per forest department’s record, 1, 02, 66,736 saplings were planted at 9,320 notified sites by over 3,23 lakh people. Forest Minister Fateh Bahadur Singh, after showing the certificate, said that the photographs of the sites along with video clippings and reports from the authenticators were sent to the Guinness Book authorities. United Nations Environment Programme (UNDP) has already certified this drive.

Mayawati receives 75,000 letters every months
 
Who says letter writing and sending habit is dying? No, it has changed some form. In the biggest state of the country, Chief Minister Mayawati, alone, astonishingly receives about 75,000 letters every month. 43,500 letters are received by ordinary mail, 24,000 are from registered mail and 7,500 from speed post. These letters are received at three places –CM’s office, 5 Kalidas Marg and Chief Minister’s Mall Avenue residence. General Post Office (GPO) sources reveals that no other chief minister got such huge numbers of mails.
Mayawati receives a large number of letters/invites not only from the state but also from all over the country. These bunches of letters include anything from wedding cards to death intimation, brickbats to bouquets, appreciation to critical comments, distress letters to joyful remarks and much more. Most of the invitations were from Dalits staying all over the country.
Another large chunk of the mails that CM Mayawati receives, is letters from various jails of the U.P. The prisoners writ to her in large numbers, telling her about their woes that they are facing in the painful jails. The postman, who delivers these post cards or letters these were mostly distressful letters those were full of complains about police and government officials, non compliance of government orders and pension related problems.

Health checkup for UP officials!
 
Like central government, U.P. government is also going to increase health check up amount from Rs. 1500-1900 for senior IAS officers of 40 plus age group. Besides this facility, private hospitals and nursing homes are also being included in panel with government hospitals to provide better health check up facility for all these bureaucrats. This decision was taken in a meeting presided by principal secretary P.K. Mishra.
According to new arrangement, it is decided that in addition to Sanjay Gandhi PGI Lucknow, senior IAS officers will get facility of whole health check up in all medical colleges on that amount. U.P. Government is decided to provide there bureaucrats more fit and more healthy model. In 2008 U.P. I.A.S. officers of 40 years or above have to prove that they are fit and healthy. Their ACR (annual confidential report) will be also changed. Now they have to adopt PAR (performance appraisal report), which will evaluate their work style. It has been implemented from this financial year.

U.P Govt website misses “SANGAM” as tourist spot
 
The official website of Utter Pradesh government-upgov.inc.in has shocked the religious feelings of saints, pundits and Hindu intellectuals as it does not have sacred Sangam of Ganga & Yamuna river in Allahabad as a tourist spot. While millions of people across the world come to take a holy dip at Sangam and the state government invests crores of rupees every year for the month-long religious Mela but Sangam is not a tourist place in its web site.
The official web site of the state government has only 17 places in western UP and 15 places in eastern UP on its list of tourist places. Places like Hastinapur (Meerut), Vrindavana (Mathura), Agra, Fatehpur Sikari, Saharanpur have been included on the list of western UP, the eastern UP list includes names like Gorakhnath temple (Gorakhpur), Sarnath, Chunar, Vindhayachal, Chitrakoot, Jaunpur and Ayodhya.
Instead of Sangam, Srinverpur is included as a tourist place in Allahabad. Srinverpur is 30 km away from the main city in the north and Lord Rama is supposed to have visited the place during exile. While expressing concern over the alleged apathy of the government over Sangam and Ganga Swami Hari Chaitanya says that this is an offence. No wonder, one day even Ganga would be deleted from the list of main rivers. Preferring anonymity, a senior officer in the tourism department says that he has informed senior officers regarding this lapse on several occasions.

Officers’ averse attitude about assembly’s questions is punishable in UP
 
Assembly Speaker SUKHDEO RAJBHAR ruled in the Vidhan Sabha that a privilege motion would be moved against officers found guilty of delaying or ignoring reply to questions asked by legislators in the House on various issues of public importance. The Speaker said this was a grave matter of disrespect to the House. I am also fed up with this kind of tendency of the officers and feel that this needs to be checked urgently. The situation has come to pass when only six out of the total 110 questions asked under the rule 301 were answered by the officials during the current session. This was less then five percent, which was a pathetic state of affaires.
While the answers of most of the questions were not satisfactory, the delay replies of other questions were stated to be due to ‘unavoidable’ circumstances. The Speaker said such a culture is not good for government’s delivery mechanism and this shows that more needs to be done to improve it. He had decided to provide new teeth to the existing rules meant to tackle the lapses. RADHEY MOHAN AGRAWAL of BJP raise this matter first of all in Vidhan Sabha and it was also shared by BJP leader HUKUM SINGH who said that this only underlined the fact that the government was loosing control over its officials.

‘Indian Sainik’ launch to capture corporate world

They will take a crash course on general management theories and practices for next six months. This new kind of MBA programme will prepare them for a new battlefield. Army officers also said this a great opportunity before reaching in corporate world.

The state government has also decided to lodge an FIR against Shukla under SC/ST Act and other sections of the IPC for hurting caste sentiments of people. After suspension, Shukla has been attached two the office of secretary Revenue Board. During enquiry, it was found that Shukla has not sought permission from the competent authority before publishing the controversial book. On the other hand, for seeking permission from the state government, an officer, on condition of anonymity said Shukla had submitted an application with the office of Secretary Appointment for permission on December 16, 2006. The book “Jaatiraj” is in the market since December, 2006. However, Principal Secretary Appointment J.S. Deepak has denied such allegations.

Bombay HC set aside extension given to PASRICHA & JADHAV

from Prasar Bharati, and once again B S LALLI its CEO. While the
professionals languish for want of fresh recruitment and promotions,
the age bar stuck to 60 years despite grave shortage of meaningful
staff, the CEO it is learnt has managed to get an Ordinance
promulgated for extending the retirement age to 65 years for himself!

What kind of professionalism is this Mr. PRD MUNSHI? And that too when
Parliament was about to sit and this was no national issue either!
Could he not have done that for the staff where no recruitments have
been made for over 18 years? Imagine, Mr. DASS MUNSHI- 18 years is a long
time for an institution to languish....what does your report card say?

Valentine colour disappear from IAS week in UP!
 
The buzz is that internal petty politics and ego-tussle between top bureaucrats again subdued huge IAS lobby of UP cadre and forced to postpone civil services week celebration which was scheduled to commence from February 14, Valentine day with lovely and gorgeous colours. This prestigious celebration is marred by conflict of power.
Honorary secretary of the IAS association, Sanjay Bhoosreddy has informed that the executive committee had taken this decision that the IAS service week and the conference of senior administrative officers will be hold from April 10 to 13. Earlier it was schedule to be held between February 14 to 17 and it had to postpone due to some unavoidable circumstances. On the other hand, sources say, top officials irked with IRI (India Rejuvenation Initiative) list of most corrupt officials which was submitted to the Cabinet Secretary SHASHANK SHEKHAR SINGH before few days by a section of senior bureaucrats. This adds fuel to their bitter relationship.

RAHUL GANDHI to host village cricket carnival in AMETHI
 
After Dr. Shakuntala Mishra inter-state blind cricket in Lucknow, now cricket lovers will see Rajiv Gandhi village cricket carnival in Amethi. Dr. Shakuntala Mishra cricket was hosted by her son and political stalwart S.C. Mishra, and Rajiv Gandhi village cricket is also being organized by his political star son Rahul Gandhi who is the MP of Amethi.
Cricket fever has gripped youngsters in the VVIP constituency after Rahul Gandhi announced to prize money of Rs. 3 lakh for the wining team of the tournament. More than 12,00 ‘Lagaan’ teams from 726 gram panchayat are expected to participate in the event and Rajiv Gandhi Gramin Cricket Tournament will last for over three months. Amethi is being prepared to host this biggest village cricket carnival of the country. The tournament is expected to start sometimes this month. The matches would be played in school playgrounds and the finals will be held after three months at BR Ambedkar stadium in Amethi.
While Rahul organizes a tournament at the Lok Sabha constituency level, the party MLA Amita Singh hopes to run a parallel show in her assembly segment. So the stage is set for the high-profile cricket tournament, what makes Rahul’s detractors smirk is that though Amethi is not exactly known for a high computer literacy rate, still the teams from villages have been offered an option for online registration.

IRI list out most corrupt officers in UP
 
The India Rejuvenation Initiative (IRI), a social forum, set up for bringing honesty at the highest levels of governance, has submitted a list of ‘most corrupt’ IAS and IPS officers of the UP cadre to Mayawati government. A similar exercise had also been carried out in 1996 by them UP IAS association.
The IRI has also urged the state government to get the assets of 20 officers verified either through a CBI probe or by the state vigilance establishment. Former director general of police Prakash Singh has handed over two separate lists of 10 officers each of IAS and IPS cadres to the Cabinet Secretary Shashank Shekhar Singh.
The list includes the names of former chief secretary Neera Yadav, J.S. Mishra, S.N. Jha, Tulsi Gour, Lalit Verma, Sanjeev Saran, Gangadeen Yadav, Devdutt, Deepak Singhal and B.B. Singh- all belonging to the IAS cadre. The list of IPS officers included the names of B.K. Bhalla, Vipin Kumar Sharma, B.B. Bakshi, Ashutosh Pandey, Navneet Sikera, A.C. Sharma, Gurbachan Lal, Gurdarshan Singh and Ramendra Vikram Singh. When contacted, Prakash Singh said that he hoped the government would soon initiate action against the corrupt officers. We have done our bit. The level of corruption is mind-boggling and hurting the administration too.
Coordinator of the India Rejuvenation Initiative (IRI) forum Vijay Shankar Pandey said they had collected documentary evidence against these officers and would submit them asked to do so. Actually, the number of corrupt officers is far too large and the lists should have been much longer. It is felt that we should limit their numbers to 10 each only. It is easier taking action against a small group of officers.

Piyush Mordia, Commandant, 24th battalion PAC, Moradabad has been posted SSP, Gorakhpur. Ashok Mutha Jain, SSP, Muzaffarnagar has been appointed SP, Rampur. Vinod Kumar Singh, SP, Training and Security, Headquarter Lucknow has been posted SSP Allahabad.
Dharamvir, SP, CBCID, Lucknow has been appointed SP, Chanduali. Hari Ram Sharma, SP, ACO, has been posted as SSP Muzaffarnagar. Modak Rajesh Dinesh, SP Intelligence Headquarter, Lucknow has been sent to Bahraich as a district chief. Bhajani Ram Meena, SP, Baharaich sent to 47th battalion PAC Ghaziabad as Commandant. K. Satyanarayan, SSP Gorakhpur has been appointed Commandant, 35th battalion, PAC, Lucknow, Nilabja Chaudhary earlier appointed to SPRampur, has been sent to Railway, Jhansi. Deepak Juneja SSP Allahabad has been appointed Commandant 38 battalion, PAD, Aligarh. Neera Yadav Nominated IAS Assn Chief!

MAYA still benevolent to Satish Mishra!
 
To provide higher education to physically challenged persons a university will be established in the state capital within a year on public-private partnership basic in accordance with the standards prescribed by the University Grants Commission (UGC). This university will also be devoted to Dr. SHAKUNTALA MISHRA, mother of SATISH CHANDRA MISHRA, a political stalwart and lieutenant of Chief Minister Mayawati.

Announcing this Chief Minister Mayawati said that if Dr. SHAKUNTLA MISHRA SMRITI SEWA SANSTHAN took the responsibility of establishing this university then the government would provide land free of cost. She also presented a cheque of Rs. 51 lakh to the sansthan at the prize distribution function of the 7th Visually Challenged Inter-State Cricket Tournament which was won b Karnataka defeating Haryana at K.D. Singh ‘Babu’ Stadium.
She also announced Fifth Pay Commission’s benefits to the teachers working in the schools run by the department of physically handicapped. They would get arrears of their increased salary from July, 2001. Physically challenged persons will now get three percent reservation instead of two percent in the public distribution system out of which one percent reservation would be exclusively for visually challenged persons. They will also get facility of free travel in all classes of UPSRTC buses.

BUREAUCRACY EMERGING STRONGER OVER BOOKISH SPECTRE OF PITY POLITICS
 
The bureaucracy in U.P. is emerging stronger to face bookish spectre of pity politics which caused the suspension of four officers including division commissioner of Faizabad and district magistrate of Sultanpur. The political parties are in their favour. Particularly, Congress said that arbitrary action of chief minister Mayawati might not be endorsed by the centre. According to service rules, an IAS officer’s suspension will have to be confirmed by the central government, a state government can not do it on its on.
Raj Bhavan also took strong reaction over the suspension of four officers for publishing a book eulogizing Nehru-Gandhi family and called an explanation from the state government. Governor T.V. Rajeshwar dashed off a letter to chief minister Mayawati asking her to spell out reasons as to why such punishment was meted out to the officials. They include two IAS officers-Vainkateshwarlu (divisional commissioner, Faizabad), Sanjay Kumar(district magistrate, Sultanpur), besides two PCS officers.
The foursome was found guilty of misconduct under service rules. The action was taken after an official publication-Sultanpur-Kal Aur Aaj-released from district paid glowing tribute to Nehru, Indira, Rajiv and Sonia Gandhi. The write-up penned by them also maid mention of the pioneer role of Rahul Gandhi in the development of the district. On the other hand, Congress said Mayawati would have keep in mind that government officials had attended BSP rallies and raised funds for birthday bashes. Such things are certainly not justified. Political observers say this situation also marks a new low in the already strained relationship between the Congress and the BSP. They now await a retaliatory move from Mayawati.

Two IAS suspend for glorifying Nehru-Gandhi family in UP
 
For lauding the Nehru-Gandhi family in a book “Sultanpur-Kal aur Aaj” written by a central government officer Dr. Shrikant Srivastav, proved costly for four officers of the state including two IAS officers.
Taking serious note of their laudatory notes in the book, the BSP government suspended Faizabad divisional commissioner VENKATESHWARLU, Sultanpur district magistrate Sanjay Kumar, former chief development officer of Sultanpur EASTDEV PRASAD RAI and assistant director (Information) PRAMOD KUMAR SINGH for sponsoring the book Eulogizing the Nehru-Gandhi family and its contribution to development of the district.
The book presented distorted version of Sultanpur history and only lauded role of one political party. The state government said on Thursday. In this book the contribution of late Prime Ministers Pt. Jawahar Lal Nehru, Indira Gandhi, Rajiv Gandhi, UPA chairperson Sonia Gandhi & the Amethi’s M.P. Rahul Gandhi in development of Sultanpur has been enumerated. BSP MLA from Sultanpur O.P. SINGH had taken up the issue with the government after the DM sent a copy of the book in October 2007 to him along with a letter appreciating it.

10 Police Ambulance for Highway Mishap Victims in UP
 
The buzz is that to ensure quick response to the victims of the accidents on highways, The Ministry of Road Transport and National Highways has provided 10 ambulances to U.P., Traffic Directorate. The arrangement has been made under National Highway Accident Relief Scheme(NHARS) .

DGP Vikram Singh will hand over the ambulances to 10 districts across the state selected by the directorate. The districts are-Gautam Buddha Nagar, Bulandshahar, Saharanpur, Aligarh, Muzuffarnagar, Etawah, Hardoi , Azamgarh, Firozabad and Mainpuri.
SSP Lucknow Akhil Kumar said, under the scheme the Lucknow traffic police ambulance had been replaced by new one. The districts choosen by the directorate register most of the road mishaps on highways, said senior official at the DGP headquarters.

The buzz is that Who moved my butter and all that is old stuff now? The question that BJP patriarch Vajpayee is asking is who stole my ‘ratna’? According to reliable sources from the Congress, there was a move by the ‘dirty tricks department’ of the party to award Bharat Ratna to Vajpayee. Yes, you are right, Former Prime Minister Atal Behari Vajpayee. Not that the Congress is suddenly mad in love with the ‘right man in the wrong party’. The Congress poll managers are nervous after the poll debacle in Gujarat and Himachal Pradesh. A strong and united BJP under the leadership of Advani, duly endorsed by Atal would spell doom for the party. So, how to stop them in the tracks? The only way they could think of is to ignite a fresh bout of wrestling between the camp followers of the two stalwarts. A plan was hatched to crown Atal with Bharat Ratna. This was bound to ruffle the Left feathers but was also sure to launch a fresh leadership debate in the BJP with Atal limping back to life, literally also. But some spoil sport in the party is said to have leaked the news to a journalist, now close to the Advani household. This set the ball rolling among the Advani acolytes. They hurriedly fired a salvo to the Prime Minister strongly recommending the name of Atal. It was meant to be a double edged sword cutting both ways. If the PM complies, it is victory for Advani. If the demand is rejected, the Congress is being mean. That did the job. Within minutes, the media got a copy of LKA’s ‘personal’ letter to the PM. Soon, there were half a dozen more claimants to the coveted honor, relegating Atal to also ran position. While the Congress failed to hit the nail on its head, Advani scored a pyrrhic victory over the Congress and of course, his bete-noire, Atal, the immovable.

IAS & IPS will look Food & Drugs Administration in UP
 
The buzz is that after Maharastra IAS and IPS officers will look after the Food and Drugs Administration (FDA) in U.P. The state government decided to establish a FDA directorate and 421 posts have also been created. Whole structure of directorate will be based on Maharastra’s FDA directorate model. Last month a high level official team went there and studied the model.
According to state government proposal head of the food and drugs directorate will be principal secretary level. To conduct raid to check food and drugs adultery there will also we a DIG rank IPS officer who will collect the report from the districts regarding raids. In state secretariats a separate section will be made for FDA. This department will work under health department.

Mid Career Training for IAS starts in Ahmedabad
 
The buzz is that Special Mid Career Training for IAS officers is started in Ahmedabad (Gujarat) this month. Almost 124 IAS officers of 1980 batch from all over India are participating in this camp. UP cadre’s 10 officers of principal secretary level are also called for special training and 8 of them reached there.
According to Principal Secretary, Personnel, J.S. Deepak, this special mid career training scheme was started last year in January. After the initiative of Prime Minister Dr. Man Mohan Singh. He emphasized on more skilled and competent bureaucracy to face challenging surroundings and global requirements.
For specially designed mid career training scheme a contract was signed between Howard University USA and Indian Institute of Management (IIM). Last year when training started, 1979 batch IAS officers of all states were called to attend training. Now 1980 batch is updating itself here. Around 25 officers of U.P. , Rajesthan, Bihar, M.P. , Andhra Pradesh and Gujrat etc. could not take part in special training.

IAS may get super time scale in 14 years of service now!
 
The buzz is that the Centre preparing to grant IAS officers the coveted “super-time scale” after 14 years, two less than what is currently the case.
Sources disclosed that as of now, members of IPS and IFS have to wait an average 18 years, as against 16 for the IAS, before they get the super-time scale. With the new order, expected to be out in a few days, this gap would widen further to four years from the present two.

LALLI dreams to remove MV KAMATH!
 
Prasar Bharati Board Meeting is always in news. And this time for the
right reason! In its last meeting on 11 Janaurary 2008 at Mumbai, the
fireworks, reverberated in the corridors of Ministry of Information & Broadcasting CEO, PB as usual
came with his list of unprofessional demands. He was reprimanded by
all the Board members for taking AIR and Doordarshan to its lowest
ebb. He wanted induction of some of his close IAS officers which was
vociferously turned down by Board. They contented that Prasar Bharati
was started to give professionalism to Radio and TV. And that was what
the Standing Committee on Information Technology of Parliament had
decided recently. Even the present Minister, PRD DASMUNSHI had made press
announcement that only professionals from the department shall be made
heads in AIR and Doordarshan. Then why was B S Lalli, CEO hankering for
non professionals and inexperience untrained hands??

Sources reveal that Lalli was warned by Board that his powers would be
clipped if he did not perform and carry the professionals with him.
He was told to give freehand to DG: Doordarshan as it was losing its
market share and professional could only improve.

What could Lalli think after this ...it is reported that he is now
advising the Minister to remove M V Kamath, Chairman, Prasar Bharti
Board, as he was a NDA appointee !
